ChatGPT Ads for Local Service Businesses: How They Work and Whether to Test Them

By NadyaPaid search

A local service business should test ChatGPT ads now only if it can treat the spend as a small, capped experiment and already tracks its leads. The ads are self-serve and can be bought on a cost-per-click (CPC) or cost-per-thousand-impressions (CPM) basis, but OpenAI's published announcements do not confirm local targeting detail or lead results for plumbers, HVAC companies, dentists or cleaners.

This guide separates what OpenAI has confirmed from what you still need to check inside Ads Manager. It also flags a setting that switches on at the end of October 2026 and lays out a test plan that limits wasted spend. If your core acquisition channels or lead tracking need attention, prioritize those before diverting a meaningful budget to an experimental channel.

What ChatGPT ads are and who actually sees them

ChatGPT ads are paid placements shown inside ChatGPT. OpenAI says its ads are clearly labeled, sit separate from ChatGPT's answers, and do not influence the answers ChatGPT provides. So buying an ad does not get your business recommended in the answer itself. Those are two different things.

The audience is narrower than ChatGPT as a whole. OpenAI says ads may appear on eligible Free and Go accounts in select regions, while Plus, Pro, Business, Enterprise and Edu accounts remain ad-free. If your customers mainly use those ad-free plans, these placements will not reach them within those accounts.

Adoption is growing. On October 21, 2026, OpenAI said more than 100,000 advertisers have run campaigns on ChatGPT since ads launched just over eight months earlier, and that ads are available in 89 countries. That is a cumulative count since launch, not evidence of how many advertisers compete in your local auction today.

Ads also appear often on buying-intent questions. Search Engine Journal reported an SE Ranking study of 50,006 US commercial prompts collected on July 23, 2026: 12,974 returned an ad, a rate of 25.94%. SE Ranking sells ad-tracking software, so treat that figure as vendor data. The same study found 14.35% of ad impressions were no closer in context to their own prompt than to a random one. That measures contextual similarity, not a rate of irrelevant clicks or wasted spend, but it is a reason to check where your clicks come from.

How buying, billing and measurement work

You can buy directly. OpenAI says its beta self-serve Ads Manager lets businesses register as advertisers, add payment details, set budgets, bids and pacing, upload ads, run campaigns and view performance without going through a partner. OpenAI also said in May 2026 that it was opening Ads Manager to more businesses gradually, so check whether your account has access before you plan a launch date.

You can buy on impressions or clicks. OpenAI says the pilot started on impression-based CPM pricing, that it added CPC bidding on May 5, 2026, and that it will continue to support both. Under CPC, advertisers are charged only on a click outcome. For a local business paying for leads, CPC is the easier model to compare with Google Ads.

For measurement, OpenAI says advertisers can measure post-click actions such as a lead or sign-up with its pixel or Conversions API. Reporting is aggregated. OpenAI says advertisers do not get access to individual conversations, so you will not see what someone asked before clicking your ad.

A conversion the pixel or Conversions API counts is not the same as a customer. Track four numbers separately: raw conversions, qualified leads, bookings and revenue. Use consistent UTM parameters on every ChatGPT ad link, configure your forms and CRM to capture them, and submit a test lead to verify that campaign attribution reaches the correct record. Then mark leads as qualified in your CRM. Send the ad platform only what it needs to count a conversion. Keep sensitive details, such as what a patient asked about in a dental inquiry, out of conversion data.

Service-area targeting: confirm it before you spend

Geography decides whether this channel works for a business that serves one metro area. The OpenAI announcements cited here do not confirm state, DMA or ZIP targeting. Open the targeting settings in Ads Manager and confirm what you can select. If you cannot limit ads to your service area, clicks from outside it are wasted spend, and we recommend waiting.

Tracking phone calls

If many of your leads arrive by phone, plan for call tracking from the start. Since call buttons in ChatGPT ads are not confirmed in OpenAI's announcements, plan for calls to happen on your landing page. Put a dedicated tracking number on that page so calls from this test are counted separately from your other channels. The number tells you which calls came from the test; you still need to record whether each caller qualified and booked.

Check your category before you build anything. OpenAI's ad policies were last updated on September 10, 2026 when we reviewed them, and they have been revised several times since March 2026. A category that is closed while you plan could open by launch, and the reverse can also happen, so recheck the policy on the day you launch.

  • Dental and urgent care: OpenAI's policy says that in the US it may allow ads from approved advertisers, case by case, for dental services and for hospitals and urgent care, and that advertisers may be required to provide proof of licensure. Healthcare, financial services and legal services approvals are reviewed manually, so build approval time into your plan.
  • Legal: OpenAI's policy permits legal services ads in the US only when the advertiser is licensed to practice law in the jurisdiction where the ad is shown, and legal services ads outside the US are prohibited. Earlier 2026 coverage described legal ads as not allowed, so rely on the current policy, not older reporting.
  • Sensitive topics: OpenAI says ads are not eligible to appear near sensitive topics, including personal health and mental health.
  • Home services and cleaning: OpenAI's policy does not name these trades. It says ads in the initial test period are primarily limited to consumer categories that include local services, and that advertisers in licensed trades must maintain their credentials. Confirm your category in Ads Manager before you build.

Also review your ad claims. Licensing, pricing and service-area statements should be accurate and match your landing page, which matters even more given the setting below.

Creative enhancements: act before October 29

PPC Land reported that OpenAI emailed advertisers saying creative enhancements will be switched on for new and existing self-serve campaigns starting Friday, October 30, 2026. PPC Land also reported that OpenAI's linked help page gives Thursday, October 29. If you need control over your creative, act before October 29, the earlier of the two reported dates. Neither date comes with a time of day, so do not leave it until that day.

According to PPC Land, OpenAI's notice says:

"When enabled, these ads can run automatically without requiring you to review or approve each version"

Here is what PPC Land reported about how the setting works:

  • Landing pages can change. One of the four enhancements allows the destination URL to be "optimized" to a relevant page on your website.
  • One switch covers all four. You cannot keep some enhancement types and turn off others.
  • Campaign settings win. Campaign-specific settings take priority over account defaults, and existing opt-outs carry over.
  • You can opt out anytime. You can opt out before the switch or change the setting later in Ads Manager.
  • Reporting may be limited. PPC Land reported that OpenAI's help page does not describe any reporting that separates enhanced versions from your original ad or shows which headline, language or landing page ran in a given impression.

We recommend that local service businesses opt out for now. If an automated version misstates your license, prices or service area, or sends a click to an old page, the reporting described in the cited coverage would not make that easy to spot. Turn it off at the account level, then check each campaign, since a campaign setting overrides the account default.

Should you test now? A capped test plan

Test now if

  • Your category is allowed, or you have been approved through manual review.
  • Ads Manager lets you limit ads to your service area.
  • You have a reliable cost-per-qualified-lead baseline from Google Ads or another established acquisition channel.
  • You can afford a budget you would treat as research spend.

Wait if

  • You are in health or legal services and have not been approved, or your law firm is not licensed everywhere you would target.
  • You cannot confirm geographic targeting for your area.
  • You have no conversion tracking or call tracking in place.
  • Your core acquisition channels or lead tracking need attention, and this test would pull meaningful budget from them.

The test plan

  1. Confirm access, policy and targeting. Check that your account has Ads Manager, your category is allowed, and you can target your service area.
  2. Opt out of creative enhancements before October 29. Check the account default and each campaign.
  3. Build a dedicated landing page. Match the ad's offer, show your service area and phone number, and make booking easy. Our guide to landing pages versus your website for paid traffic covers the tradeoffs.
  4. Install the pixel or Conversions API. Count form leads as conversions, add a dedicated call tracking number on the page, tag every ad link with consistent UTM parameters, and submit a test lead to confirm they reach your CRM.
  5. Use CPC bidding and a written budget ceiling. Before launch, write down the most you will spend on the test and the rules that pause it, for example cost per qualified lead running well above your baseline, or leads coming from outside your service area. Set your budget and pacing in Ads Manager, and check spend against your ceiling yourself rather than assuming a hard cap exists. Do not raise the ceiling mid-test.
  6. Run for a set window, such as 30 days. Qualify every lead in your CRM, then compare cost per qualified lead and cost per booking with your baseline channel, not just clicks or raw conversions. Thirty days is a review window, not a guarantee of enough data. If the capped test produces too few qualified leads, label the result inconclusive rather than declaring the channel successful or unsuccessful.
  7. Review lead quality weekly. Check whether leads are in your area and want services you offer, since some impressions may be weakly related to the question asked.

What to do first: ChatGPT ads, Google Ads or local SEO

For most local service businesses, we recommend strengthening established channels such as Google Ads management and local SEO before committing a meaningful budget to ChatGPT ads. Use your existing acquisition results and lead-tracking setup as the baseline for any experiment. Since OpenAI says ads do not influence ChatGPT's answers, organic visibility and paid placement are separate goals, and our PPC versus SEO comparison explains how to split budget between them.

Frequently asked questions

Yes. OpenAI says its beta self-serve Ads Manager lets businesses sign up, pay, set budgets and bids, and run campaigns without a partner, though OpenAI said in May 2026 that access was opening gradually.
